Pasquill-Gifford Gaussian model with Briggs σ — ERPG-2 / ERPG-3 contour mapping

Estimate ground-level H₂S concentration from a continuous release using the Pasquill-Gifford Gaussian plume model with Briggs (1973) σ_y / σ_z coefficients. Returns concentration at the receiver and downwind distance to the AIHA ERPG-2 (30 ppm) and ERPG-3 / NIOSH IDLH (100 ppm) thresholds — input for SIL setback, shelter-in-place planning, and EPA RMP §68 worst-case scenarios.
